Documents for company registration and the director’s permit
Company registration needs your passport; the residence permit needs more. Here is what you need, at which stage.
Documents by stage
Many questions about documents come from mixing up two different stages. To set up a company in Montenegro you need very little; the residence permit needs more. Montenegro company formation does not start with an apostille.
| Stage | What you need | Notes |
|---|---|---|
| Company registration | Passport. Power of attorney in English if you start remotely. | The power of attorney is digitised and certified by a notary. We prepare the founding documents and the translations. |
| Director’s residence permit | Passport Criminal record certificate from your country (with an apostille where required) Company registration documents Founding documents of the company and its owners Lease of a home for at least one year Medical examination Medical insurance Nostrified education document Payment of state fees | We prepare and file the application. You attend in person for fingerprints, a photo and address registration. |
| Bank account | Registration documents and the package we prepare. | You choose the bank and visit it yourself. See bank account. |
The power of attorney for a remote start
If you cannot come to Montenegro, you sign a power of attorney in English. It is digitised (converted to electronic form) and certified by a notary, and then we file the registration for you. This works for citizens of any country. Plan for the digitisation and the notary appointment: sometimes it takes 1–3 working days plus an appointment with the notary.
Criminal record certificate and apostille
The certificate comes from the country of your citizenship. Whether it needs an apostille depends on the country, so we tell you for your passport. Do not start with the most expensive option: write to us first and we will say what is actually required.
Education documents
The director’s education document is recognised (nostrified) for the permit. The level of education sets the director’s minimum salary: €600 or €800 per month depending on qualification. See the cost of company formation.

“A comprehensive consultation with nuances an ordinary person never thinks about. Detailed information and advice on all ways to get residence in Montenegro, and help choosing places and living conditions for registration with local authorities. Thanks, and we would gladly come back if needed. A big plus: they speak several languages and respond quickly to requests and replies. They really helped our close relatives from Russia.”
Franky B.Google review · Translated from original“We consulted the manager, Grigory, about ways to relocate to Montenegro and about the required documents and how to prepare them. Everything was clarified and the conversation was very effective and constructive. We will gladly continue working with Grigory.”

What is an apostille?
An apostille is a certification that makes a public document issued in one country valid in another country that accepts it. It is obtained in the country that issued the document. Whether you need one depends on that country; we confirm it for your nationality.
Do I need the criminal record certificate to register the company?
No. For company registration you need your passport (and a power of attorney if you start remotely). The criminal record certificate is needed later, for the director’s residence permit.
What is nostrification?
Nostrification is the recognition of a foreign education document in Montenegro. For the director’s residence permit, the education document is recognised in this way; the level of education also determines the minimum salary of the director.
